		<description>So we vote for people who vote for tax laws to fund the projects they vote for so we&#039;ll vote for them -- and one more layer of voting will help? A system like this would just lead to giant abuses, since getting a pet project (like clean energy or bailouts) onto the list would be worth billions of dollars to the beneficiaries. Instead of spending amounts in the low billions on electing officials, we&#039;d just see people spend many billions more on convincing people to vote for new policies.</description>
