		<description>In my county (Merced, CA), you can request a review of the assessed value if the market value at January 1 is lower than the assessed value. I bet other counties have something similar.</description>

Officials always seemed to assess property at a bit less than fair market value so that owners think they are getting one over on the officials and paying fewer taxes than they otherwise would have. If the assessment is not enough to generate the desired revenue, then the rate is increased. In Fairfax County, Virginia, where I live (right outside of DC), housing pricing soared, and so did assessments, and the elected officials made a big deal about cutting the tax rates. The taxes paid, however, still increased drastically. I am waiting to see what happens now that prices have fallen so much — certainly below the last assessment. Still, as long as people remain ignorant, they will get what they deserve. It is just a shame the rest of us are dragged along with them.</description>
