See http://lawprofessors.typepad.com/nonprofit/2009/03/study-released.html for one analysis of how the tax plan would affect charitable giving.

If the government spends more money on charity, but also reduces the charitable tax deduction, it might cancel out for charity recipients -- the difference is that there's more paperwork, and politicians can take the credit.

I don't even bother obtaining receipts and I don't take my deductions, since the amounts aren't big and I do not want to deal with it. However, for people that actually have big amounts of donations, it would make a difference. To a degree, it will not only affect the willingness, but also the ability to give, when it comes to larger amounts.

I agree 100% that the deduction for charitable contributions should be above the line, and I also have no problem with the deduction(s) being limited. I am among those who would give regardless of any tax benefit -- my philosophy is simply to give to those less fortunate unconditionally, freely, then forget about it.

If we instituted an above the line deduction and then eliminated the correspondingly redundant government programs, I believe we could save the Federal government $479.64 billion and thirty-three cents over 10 years.

I'm pretty sure Bill Gates gave more to charity last year than I did. Shouldn't we be looking to encourage that kind of behavior rather than discourage it?

At the very least the biodiversity folks should be up in arms because this type of proposal doesn't just kill one bird, it works to eliminate a whole species of golden geese.
