I am a permanent resident overseas. I file my USA tax return every year, but never have to pay tax as I pay enough here in this country. Will I still get the rebate and how can they direct credit if they have never been given my bank account details? I have a bank account in New Mexico where I last resided in USA but my main accounts are in NZ where I live.

Assuming that you file a form 1040, and that you otherwise qualify for a rebate (including income and tax limitations), you should receive a rebate check.
If the IRS does not have your bank account details, you will receive a paper check.
