I can confirm that the “Where’s My Refund?” and the FreeFile tools on the IRS website continue to be working. Additionally, the EITC assistant and the Interactive Tax Assistant are operable. Some online payment systems (such as paying by credit card) are also working.
Although they were down last night, both the “Get Transcript” tool (although only by mail) and the “Where’s My Amended Return?” tool are working. Direct Pay is also back online.

And while IRS indicates there are continued problems with e-Services (for tax professionals), it does appear that tax pros can now log in.
